Europe is entering a more dangerous phase of hybrid-security confrontation as governments investigate incidents affecting critical infrastructure, military logistics, defence production and, most recently, the safety of individuals linked to Ukraine's war effort. Azerbaijan Asks Washington to Help Clear Landmines Faster

Russia Holds 16,000 Ukrainian Civilians

The United Nations estimates that more than 16,000 Ukrainian civilians detained by Russia during the war remain deprived of liberty, many held incommunicado and on grounds that do not comply with international law. AP reported that UN Assistant Secretary-General for Human Rights Claudia Fuentes Julio told an informal Security Council meeting convened by Latvia and the United Kingdom that "widespread and systematic torture and ill-treatment" of Ukrainian civilian detainees and prisoners of war by Russia continues, including sexual violence. UN monitors have interviewed 403 released civilian detainees and 910 Ukrainian POWs since the invasion, finding that more than 85% of civilians and more than 95% of POWs reported torture or ill-treatment. The UN has not been able to visit detention facilities inside Russia, and its estimate does not say how many of those still held are adults or children. Turkey Opens PKK Exit Path

Turkey has passed a landmark law creating a conditional path for thousands of Kurdistan Workers' Party, or PKK, members to return to civilian life, one of the most concrete steps yet toward ending a conflict that has killed more than 40,000 people since 1984. Reuters reported that parliament approved the law on August 10 by 468 votes in the 600-seat assembly, backed by President Recep Tayyip Erdoğan's AK Party, its nationalist MHP ally and the pro-Kurdish DEM Party. The legislation protects many former militants who have not committed specific crimes and allows some sentences for PKK membership to be suspended. The scope is limited. Trump Golfed Under Air Defence

A Humvee-mounted Avenger short-range air-defence system was visible near President Donald Trump's golf course in Bedminster, New Jersey, over the weekend of August 9-10, as he attended the final round of the LIV Golf New York tournament. The War Zone reported that images and video from the event showed the system, and said the White House confirmed the photos as authentic. The outlet also reported an AN/MPQ-64 Sentinel air-defence radar visible nearby, and noted the Avenger has appeared near Trump's golf outings before. The deployment coincided with separate airspace enforcement activity.
