President Donald Trump said Thursday night that his Board of Peace had reached a “historic agreement” for the complete disarmament of Hamas and other armed groups in Gaza. Hamas has not signed the proposal, according to Axios, which cited four sources familiar with the talks; negotiations in El-Alamein, Egypt, have entered their final stages but could still collapse.
One negotiator told Axios the mediators believe they have brought Hamas “to a place where they can’t say no.” A separate diplomat told the Times of Israel that Qatar, Egypt and Turkey have pressed Hamas to accept so it cannot be blamed as the deal’s “obstacle.”
Under the 15-point plan, Hamas would provide maps of its tunnels, weapons-production facilities and depots to the National Committee for the Administration of Gaza (NCAG), a Palestinian technocratic body. The NCAG would assume authority district by district as each area is verified demilitarized, with a Shin Bet-vetted Palestinian police force deploying in areas placed under its control. Heavy weapons would be placed under NCAG and an International Stabilization Force (ISF) that has not yet deployed. Hamas members surrendering arms would receive amnesty; a buyback program covers personal weapons.
The proposal would place decommissioned weapons in supervised storage inside Gaza, rather than immediately removing or destroying them. Israeli officials say there will be no withdrawal from the ceasefire’s Yellow Line until Hamas is fully disarmed — a stricter threshold than the NCAG framework describes. Axios reported that Netanyahu supported continuing the negotiations after being briefed on the proposal.
The framework remains unsigned by Hamas.
