Russia doesn’t need to finish building its own Starlink to start using it. That’s the uncomfortable detail buried in an August 10 interview with Ukraine’s Defense Intelligence (GUR) Deputy Chief Vadym Skibitsky, published by RBC-Ukraine. Moscow’s Rassvet satellite constellation is going up faster than its own planners expected, and even in its current, half-built state, it’s already flying over Ukraine with enough reach to matter.
A structural workaround, not just a space race
Rassvet exists because of one exploited dependency. Russian forces used Starlink informally earlier in the war, until Ukraine and SpaceX cut that access off. That loss taught Moscow, mid-conflict, exactly how much leverage comes from depending on someone else’s satellites and someone else’s geofencing decisions. Built by Bureau 1440 under Roscosmos oversight, the project shifted from a commercial broadband pitch into a deliberate mechanism for engineering around that vulnerability.
That mechanism operates on two fronts at once. The first is orbital: 16 satellites launched in March 2026, a second batch in July, and a stated target of 292 satellites by 2027 and 924 by 2035, a scale that would put Russia in an entirely different category of satellite power. The second is industrial: a domestic solar-panel production line opened in Moscow in 2025, part of a broader push toward localized assembly meant to cut Bureau 1440’s exposure to the Western microelectronics restrictions that have throttled other Russian defense programs.
Neither front has fully succeeded yet. Independent trackers including KeepTrack note the deeper supply chain, including radiation-hardened electronics and precision manufacturing tools, remains constrained by the same sanctions Bureau 1440 is trying to build its way around. The European Union has since added Rassvet directly to a sanctions package targeting Russian drones and satellites, a bet that squeezing components will do what battlefield countermeasures haven’t. Whether that bet pays off is still an open question, and not one the acceleration Skibitsky described suggests is being won.
“Fragmentary” is doing a lot of quiet work
Skibitsky’s own language framed Rassvet’s current state as fragmentary, working only when a satellite happens to pass overhead, with genuine Starlink-like performance arriving only once the constellation is complete. That framing isn’t wrong, but it functions as a kind of threshold shield. It invites the reader to treat partial coverage as functionally safe, a problem for later rather than now.
The numbers say otherwise. Satellite tracking cited by Militarnyi, based on orbital analysis through July 31, shows 12 of the first 16 satellites already reaching operational altitude and producing at least two daily coverage windows of more than an hour each over parts of Ukraine. A 60-to-90-minute window isn’t a coverage gap. It’s a predictable operational slot, long enough for burst-transmission routing of drone swarms and coordination of naval strike sorties: exactly the kind of short, high-value tasking that doesn’t need continuous connectivity, just a channel that shows up on schedule.
That’s the distinction “intermittent” tends to flatten. Ukrainian analysts have pointed specifically to beyond-line-of-sight control of Geran-series strike drones and uncrewed naval craft as use cases Rassvet already supports in its current form. A constellation doesn’t have to match Starlink’s density to be tactically useful. It only has to be reliable at the moment an operator needs it, and on the evidence so far, it already is.
The clock is set by launch cadence, not by sanctions
This changes what “still building” should mean to anyone assessing the threat. If Rassvet’s danger scaled cleanly with satellite count, waiting for the constellation to mature before responding would be defensible. It doesn’t scale that way. Intermittent coverage already carries operational value, which means the response window isn’t set by when Russia finishes the network. It’s set by how fast Russia keeps launching.
Militarnyi has framed this explicitly as a race against a deadline: Ukraine’s electronic-warfare and counter-space capability needs to be ready before Russia’s 292-satellite milestone in 2027, not after, because that threshold is roughly the point where occasional, interceptable passes give way to something close to continuous service. Skibitsky confirmed Ukrainian defense circles are already discussing countermeasures, without saying which.
The realistic options split into two tracks: disrupting the satellites’ links during their passes, an electronic-warfare problem given their orbital altitude rather than a kinetic one, or racing to exploit the tactical value of the current coverage windows before they close into something denser and harder to interdict. Neither has been detailed publicly. And by Militarnyi’s own account, Ukraine’s counter-space capability still trails the pace of Russia’s satellite buildout, a gap measured not in years but in launch schedules.
Sanctions were supposed to be the brake on all of this. Right now, the evidence says otherwise: Skibitsky didn’t describe a stalled program. He described one arriving ahead of its own timeline. Somewhere over the Black Sea tonight, a handful of Russian satellites will pass within reach of Ukrainian territory, open a window nobody scheduled around, and close it again before the countermeasure exists to stop them. That, more than any satellite count, is the number that should keep someone up at night.
